Flow Protocol¶
Protocol Identity¶
Flow is a general-purpose Layer-1 network (proof-of-stake). It runs two execution environments: native Cadence (resource-oriented, compile-time safety) and full EVM equivalence (any Solidity contract deploys without modification). Both share the same state.

Positioning: "Where Agents Live." The thesis: everything that makes blockchain hard for humans -- key management, gas, multi-step transactions -- is trivially easy for AI agents. Everything agents need -- programmable value transfer, transparent state, autonomous execution, trustless interaction with other agents -- is what blockchains provide. Flow adds Forte scheduled transactions and structural MEV resistance.

Deflationary Mechanics¶
FLIP 351 (live Dec 8, 2025): At sustained 250 TPS, transaction fees collected exceed new tokens issued for staking rewards = net deflationary. Fees offset inflation by reducing net new issuance. Daily fees spiked from ~$20 to ~$146 on Dec 9 (day after activation). Total Q4 fees: $2,580 (+62.4% QoQ).
50M FLOW Burn (Feb 23, 2026): Foundation acquired FLOW through open-market purchases + treasury funds (Dec 27, 2025 -- Feb 22, 2026) and permanently burned 50,343,896.87 FLOW -- approximately 4% of total supply. Verifiable on-chain: Flowscan.

Security Incident (Dec 27, 2025)
What happened: Security exploit via type confusion vulnerability in Cadence runtime (v1.8.8). Attacker deployed 40+ malicious contracts using a three-part exploit chain. Tokens were duplicated (not minted), so total supply counters remained unchanged.
Realized financial damage: ~$3.9M USD (value bridged off-network via Celer, LayerZero, deBridge before halt). 1.094 billion counterfeit FLOW was deposited to centralized exchanges, the vast majority frozen before liquidation.
Recovery: Isolated Recovery plan -- no rollback, no transaction replay, self-organized, globally coordinated. Phased restoration: Phase 1 (Dec 29: Cadence live) -> Phase 2 (Dec 30: cleanup) -> Phase 3 (Jan 1-2: EVM restored) -> Phase 4 (Jan 2+: bridges/exchanges resume).
Remediation: All counterfeit tokens traced, reclaimed, and destroyed on-chain. Jan 6: 484M FLOW burned (initial). Jan 30: 87.4B FLOW permanently destroyed (final remediation complete). Community Governance Council executed destruction via super-majority validator consensus.

Korean exchanges: Upbit, Bithumb, Coinone delisted effective March 16, 2026 (DAXA decision -- withdrawal deadline April 16, 2026). Korbit remains active (FLOW/KRW, full trading/deposits/withdrawals). DAXA is a self-regulatory exchange consortium, not a government regulator. No government regulatory authority in any jurisdiction has taken action against FLOW.

2. FCM (Flow Credit Markets)¶
Zero-liquidation lending -- the first DeFi primitive enshrined at the protocol level. Uses Cadence's resource-oriented architecture for active rebalancing that's structurally impossible on EVM chains. Public launch target: April 4, 2026.
3. Narrative Recovery¶
Post-December 2025 security event. Strategy: own the incident, show the remediation, display the results. Messari Pulse Report (Feb 2026) independently validated the consumer DeFi thesis.
4. Ecosystem Growth Campaign (April-June 2026)¶
Points-based program tied to real DeFi KPIs. Targets: $30-50M incremental DeFi TVL, 10K+ new Peak Money signups, 25K+ campaign participants.
Organizational Structure (Post-Merger)
